Assesment of Administrative Structures and Procedures
Objectives:
- To assess administrative procedures and barriers hindering the efficient implementation of existing support schemes for renewable electricity and heating
- To identify specific administrative barriers in the partner countries and common obstacles as basis for the upcoming activities
Outcomes:
- Elaboration of a review of information on administrative barriers.
- The administrative barriers in the partner countries are assessed in detail by conducting interviews with stakeholders.
- A joint report on country specific and common obstacles is prepared.
Activities:
Within the scope of the project we will review the existing information, research literature and data on administrative barriers relating to renewable energy source projects and support systems. In each partner country SUPPORT ERS interviews experts from administration, renewable energy industry, project developers etc. on administrative barriers resulting in a compehensive assessment of administrative barriers that does not yet exist for the new member states and candidate countries of the EU. During the assessment of administrative structures and procedures the following aspects are evaluated:
- Number of involved institutions and coordination between them,
- Lead times of applications for funding,
- Lead times for necessary permits
- Access to information about support schemes
- Transparency of administrative procedures
- Awareness of benefits of RES in involved administrations
- Integration in planning procedures
